The Energy Regulatory Office (ERO) has not yet officially accepted the commercial agreement signed on Saturday between KEDS and Elektrosever for the provision of energy services. 

Regarding this agreement, the Chairman of the Board of the Energy Regulatory Office, Ymer Fejzullahu, did not provide exact details of the time limits regarding the billing of electricity in the four northern municipalities.

Meanwhile, the KEDS company did not respond to KosovaPress regarding the details of the agreement signed on December 9, 2023 for energy.

Meanwhile, the analyst Gazmir Raci has estimated that with this agreement, the Serbs in the four municipalities with a Serbian majority are obliged to pay for the spent electricity.

He points out for KosovaPress that this agreement finally resolves the access of the Kosovo authorities to the Vallaq substation.

He believes that the energy consumption in the four northern municipalities will be produced by Kosovo, namely by KEK's thermal power plants.

The Chairman of the Board of the Office of the Energy Regulator, Ymer Fejzullahu, through a written response, states to KosovaPress that the agreement reached on December 9, 2023, the Commercial Agreement between Elektrosever and KEDS for the provision of distribution services (invoicing, maintenance and connection) consumers), in the four northern municipalities with a Serbian majority, as defined by Article 5 of the "Energy Agreement" of 2013. 

"The legal framework that regulates the energy sector in Kosovo promotes a liberalized electricity market. Therefore, as defined in the terms of the license, this supply activity is not subject to the regulation or approval of tariffs by ERO, as a result, Elektrosever does not have any obligation to prepare a proposal for tariffs for the consumers it serves". he says in a written response.

Fejzullahu emphasizes that the activity of Elektrosever as a Licensed Supplier for electricity supply is carried out in accordance with the legal provisions provided by the Laws of the Energy Sector in the Republic of Kosovo.

However, he says that ERO still has not officially accepted the agreement signed on Saturday between KEDS and Elektrosever.

"The regulator has not yet officially accepted the signed commercial agreement for the provision of services and could not provide accurate details of the timelines regarding the billing", Fejzullahu emphasizes.

KosovaPress has also sent questions to KEDS on this matter, but they have not answered until the publication of this topic. However, through a press release, they announced on Saturday that a contract has been signed with Elektrosever, which aims to normalize the distribution and supply of electricity in the municipalities of Zubin Potok, Leposaviq, Zveçan and North Mitrovica.

The communiqué also states that KEDS expects cooperation with Elektroserver, which will be a key success for distribution and investment services in the aforementioned municipalities.

"This contract complies with the law of Kosovo and the regulatory framework, in accordance with the Energy Agreements dated September 8, 2013 ("2013 Energy Agreements") and the Conclusions of the EU Facilitator on the implementation of the 2013 Energy Agreement , dated August 25, 2015 (“2015 Energy Agreements”), as well as the Roadmap for the Implementation of the Energy Agreements of June 21, 2022. This prolonged process has been very delicate and challenging for the entire energy system in Kosovo, and we are pleased that we have reached this historical moment", says the announcement of KEDS.

The Deputy Prime Minister of Kosovo, Besnik Bislimi, has welcomed the commercial agreement between KEDS and Elektroserver.

Bislimi said that with the signing of this agreement, a step forward is made for the supply of energy in the four northern municipalities.

"With the signing of the commercial contract between KEDS and Elektrosever, according to point 3 of the Energy Agreement Roadmap, a further step was taken towards the normalization of energy supply and billing in the four municipalities in the north of Kosovo," Bislimi wrote.

Meanwhile, the spokesperson of AAK, Kushtrim Xhemaili, reacted to the statement of the Deputy Prime Minister of Kosovo, Besnik Bislimi, who welcomed yesterday's agreement between KEDS and Elektrosever.

Xhemaili reminded Bislim of Prime Minister Kurti's opposition to Elektrosever.

"Since the agreement with Elektrosever, has a historic agreement and extraordinary success been made for Kosovo? Watch the following video of Albin Kurti when he was in the opposition and his attitude towards Elektrosever", said Xhemaili.

He added that the Kurti government came to power with lies and left with lies.

"The Deputy Prime Minister made a statement that finally after 20 years electricity billing will begin in the north, but there was no indication of the share of Elektrosever of Serbia in the energy market of Kosovo. This government has come and gone and will end The people don't eat grass, the people see you!", said Xemaili.

Meanwhile, from December 2022 to September 2023, the losses for electricity in the four northern municipalities are 25 million euros, which have not yet been paid by the government. The executive, meanwhile, through the subsidy, has paid 63.2 million euros during 2022 and about 50 million for 2021, which in total amounts to 113 million euros for two years costing the country electricity supply in the north due to non-invoicing of energy electric. This was announced a few days ago during the reporting of the KOSTT board to the Budget and Finance Committee.
