Municipalities accuse the Government of trying to take away a competence

The Association of Kosovo Municipalities has opposed the new law on cadastre, a competence that has been delegated to the municipalities that has already been centralized. And for this, the council of mayors within the Association has recommended the mayors of the municipalities not to sign any agreement of understanding with the central level regarding the acquisition of this competence until the law on local finances is amended.

This was announced by the director of the Association of Kosovo Municipalities, Sazan Ibrahimi, who says that there is a tendency to take local level powers and transfer them to the central level.

Another challenge for municipalities remains the process of recruiting teachers, as well as in some cases the bypassing of mayors during various central level visits that are being made at the local level.

Ibrahimi, in an interview for KosovaPress, expressed his dissatisfaction with the central level regarding the new cadastre law, as he says that this competence cannot be obtained once until the local finance law is amended.

He has reiterated that the association and the mayors of the municipalities for some time have requested that the law on local finances be amended, as many problems will be solved with this law.

Meanwhile, another concern addressed by the mayors of the municipalities is the neglect of the mayors during the various visits of the central level that are being made at the local level in the inauguration of various projects, or the visits that are being made in the field.

While listing the challenges that the municipalities are facing, Ibrahimi underlines that the recruitment process is very difficult and takes months. For this, he demands urgent elections from the central level.
