After an election period that lasted several months, on April 21, 1921 at 10:00 (Thursday) the proceedings of the National Council, the first Parliament in Albania with deputies elected by the people, opened.

56 was the number of deputies who formed the majority of incoming deputies.

In the funds of the Central State Archive of Albania (AQSH), a very large number of documentary units are preserved, among them original manuscripts of special importance for the history of the country, related to this election process and everything that flowed from it with the activity of the National Council.

Dhimitër Kacimbra was the inherited chairman of the National Council from the Lushnja Congress of 1920.

After the opening of the session by Dhimitër Kacimbra, Pandeli Evangjeli takes the floor as the second elected to chair the National Council in this legislature.

The minutes of the first session of the National Council are preserved in the original in the National Academy of Sciences and must have been published in several versions, the first in 1921.

The Parliament of 1921, which was formed after this electoral process, the first in the country, is known for its high level of representation as those elected were the most vocal intellectuals of the time.

In addition to the original documentary units related to this legislature and the following ones, in the Library of the Central State Archive you can find this publication with the speeches of the deputies who spoke in this first historic session that established parliamentarism in Albania.

The building in which the parliament met became the "Royal Palace" in the years 1928-1939 and today is the headquarters of the Academy of Sciences of Albania.
