After an election period that lasted several months, on April 21, 1921 at 10:00 (Thursday) the proceedings of the National Council, the first Parliament in Albania with deputies elected by the people, opened.
56 was the number of deputies who formed the majority of incoming deputies.Dhimitër Kacimbra was the inherited chairman of the National Council from the Lushnja Congress of 1920.
The Parliament of 1921, which was formed after this electoral process, the first in the country, is known for its high level of representation as those elected were the most vocal intellectuals of the time.
