CorrWatch Report: Public Procurement Remains Vulnerable to Corruption

CorrWatch has pushed public enterprises towards greater transparency and accountability. Meanwhile, public procurement continues to remain vulnerable to corruption.

This was stated at the third annual conference on "Enhancing Public Oversight and Institutional Accountability in Kosovo", organized by CorrWatch, an initiative of the consortium consisting of the Group for Legal and Policy Studies (GLPS), the GAP Institute and the Institute for Development Policy (INDEP), reports. KosovaPress.

The Executive Director of the Legal and Policy Studies Group, Arbëresha Loxha-Stublla, said that CorrWatch's approach has shown high effectiveness in addressing legal violations and annulling processes.

As a challenge, she has identified the lack of monitoring of some public processes.

The United Kingdom Ambassador to Kosovo, Jonathan Hargreaves, emphasized that only by fighting corruption can Kosovo move closer to the European Union.

According to him, civil society has helped Kosovo strengthen transparency.

The CorrWatch report, which was presented by GLPS researcher Ema Pula, says that in the recruitment processes, the main concern was the high number of acting women in high public positions.

According to her, this situation has begun to improve and that in 2024 a total of 74 vacancies were opened, while in 2023 there were only 20.

The report says that, as in previous years, public procurement continues to remain susceptible to corruption.

The data in this report show that all institutions have had weak and ambitious planning.

Regarding the issuance of licenses, permits and fees, CorrWatch has been denied active participation in monitoring the permit issuance process at the Independent Commission for Mines and Minerals and the Ministry of Environment and Spatial Planning.

The conference "Enhancing Public Oversight and Institutional Accountability in Kosovo" was held within the framework of the project "Support to civil society to increase public oversight and accountability of public institutions in Kosovo", a project funded by the Ministry of Foreign Affairs and the Embassy of the United Kingdom in Kosovo.
