CDHRF considers these conditionalities as discriminatory and violations of human rights, which are contrary to the legislation in force in the Republic of Kosovo, the Universal Declaration of Human Rights of the UN, the European Conventions on Human Rights and other international documents regulating the issue of human rights.
In terms of human rights, CDHRF disputes the Administrative Instruction No 3/2004, which conditions the provision of public and municipal services with payment of property tax.
CDHRF requires conditionality for receiving documents not to be applied and all decisions must be consistent with applicable law.
CDHRF proposes to be taken legal measures against irresponsible debtors, so that would be the best way to prevent conditionality and blackmail as is done currently, which is an action against basic human rights and flagrant violation of applicable laws.
