During a press conference, Ismet Kryeziu, said that according to the KDI report, in the first six months of this year, Assembly of Kosovo has increasingly started to become less representative of the interests of the citizens of Kosovo, because of the impact of the Executive in its work.
"The tendency of government to diminish the role of the Assembly to steer the debate towards the qualification that the Assembly in most cases has an advisory role and not binding on the Government, once again expresses the tendency of Government to influence the Assembly work and to supervise it. It means that during these six months in Kosovo is happening the opposite.
Instead to have an oversight by Parliament on the Government, we have the opposite act, "said Kryeziu.
According to KDI, in the sessions of Assembly of Kosovo was noted a disinterest of MPs to debate, where their participation was only 60 percent in the sessions of Parliament and also in the last six months was noted a rise of tendencies to have insults, labeling, and to overcome parliamentary norms and language.
"Based on these findings, which are included in our half-year report, we can conclude that today the Assembly at least resembles to a debating and representative Assembly. Assembly of Kosovo resembles to a cafe without rules, where one can enter and exit when wishes.
Instead of making the laws they made lynching, where instead of supervising the executive, we are supervised by the executive. It means it is an Assembly which instead of representation of citizens it violates the will of citizens and does not consider the will of citizens, "he said.
Moreover, Kryeziu said that the Assembly during the half-year period has reflected a degradation of the Kosovo policy.
Meanwhile, talking about the performance of the MPs, Driton Selmanaj from KDI said that during this period some violations of procedures were noted. According to him, the most concrete case is the case of Criminal Code of Kosovo. According to KDI, the Parliamentary Commission with most meetings has been the Commission on Agriculture and Forestry, with about 37 meetings, while the commission with a minimum of meetings has been the Commission on Foreign Affairs with nine meetings.
