Amnesty International said that it is aware of reconfiguration of EULEX in the next two years, when the mission is expected to decrease the staff in the police and customs sector, by focusing on the justice system.
The organization considered that this is an ideal opportunity to strengthen the international and local components in the justice sector, and according to AI, the sources and personnel should be provided in order to address the lack of punishment in Kosova.
The report emphasized that the non-punishment of war crimes in the Balkans remains one of serious concerns of human rights. The non-punishment in Kosova continues on war crimes committed by both sides in the armed conflict in 1999.
The report reads that only few Serb police officers, military and paramilitary forces, responsible for war crime against Kosova Albanians, were brought to face justice, adding that even lower number of members of Kosova Liberation Army, responsible for the war crimes against Kosova Serbs, Romas and members of other minority communities, were prosecuted or punished.
However, according to the report, despite of the presence of the international police in Kosova since 1999 and international judges and prosecutors since 2000, little progress was done as well by the predecessor of EULEX UNMIK.
