KEC, champion of legal violations

The project’ manager in "Fol" Movement, during the presentation of this report on Thursday at a press conference, said that this is one more result that show how institutions violate the public procurement law.

"The data in this report generally show some kind of recidivism, respectively of many institutions regarding the continuation of irregularities and misuse in public procurement, and among these institutions, has definitely led Kosovo Electricity Corporation (KEC) , where during the first half of this year, six tenders were identified in which have been legal violations during the implementation of procurement procedures, followed by PTK and the Ministry of Infrastructure with 3 tenders, "he said.

According to him, KEC is implementing the idea that public procurement violations are race which according to him, it is certainly leading the violations, misuse and corruption affairs in public procurement.

While he was talking about legal violations by the institutions in 13 tenders, during three-month period has highlighted the damages caused to the Kosovo’s budget in the four tenders in which he said he that had access.

He added that only in these four tenders, the budget was damaged for 2.6 million euro.

"Kosovo's budget of 13 tenders, in those that have been violations by these institutions during these three months, in only four procurement procedures we have managed to provide the amount of contracts and tenders and the amount that is at risk. So, the Kosovo’s budget is endangered during the implementation of these procurement procedures in amount of about 2.6 million euro, "he said.

Kalaja has added that for nine public procurement procedures, during these three months, in which were identified legal violations, failed to provide amounts of the contracts, because as he said, the Public Procurement Law does not allow publication of contracts and notifications until the procedures are completed. He said that during the investigation of these 9 procedures in question, they have identified that the amount of these contracts has been large, that with procurement law is from 100 thousand to over 500 thousand euro. So, he says that the amount which is potentially endangered to be misused has been very great.

While the coordinator of the project Kenan Tore is focused on the details of the report, presenting the legal violations in public procurement of ministries. He has listed at the top of violations the Ministry of Infrastructure, which is followed by the Ministry of Culture and that of Agriculture.
